Gulf Shores canal lot bulkhead rules: Stanton Creek and the old town

A canal lot bulkhead in old-town Gulf Shores follows shallow-lot yard rules, not lagoon rules. Check your lot depth and which water touches your lot line first.

Stanton Creek and the old-town canals sit at the east end of Little Lagoon, inside the City of Gulf Shores near Highway 59. Lots in the block bounded by the lagoon, Highway 59, W 2nd Avenue and W 6th Street have reduced yards. The city issues the building permit, but State Lands and the Corps approve work at the water first.

Canal lots, Stanton Creek and the rules that shape a wall

Where is the old-town canal country?

It is the east end of Little Lagoon, inside the original Gulf Shores street grid near Highway 59. Stanton Creek runs here, and the canals branch off the southeast side of the lagoon.

The sources do not list canal street names, so this guide does not either. Check your deed and the city GIS map to see whether your lot touches a canal, a creek or the lagoon. That answer decides which rules apply.

What do the reduced yard rules allow?

Old-town lots are small, so the zoning code trims the yards. The cut is biggest on shallow canal lots.

Yard rules in the old-town block
Lot situationRule
Block bounded by lagoon, Hwy 59, W 2nd Ave, W 6th St
Front and rear yards of 25 feet
Canal lot shallower than 85 feet
Rear yard drops 1 foot per foot under 85
Canal lot, any depth
Rear yard never below 10 feet
Block G-2, north side of Stanton Creek
No rear yard required

Sources: Zoning Ordinance Sec. 6-3G3 Zoning Ordinance Sec. 6-3G(3)

A canal lot 75 feet deep is 10 feet under the mark, so its rear yard may shrink by 10 feet. A 60-foot lot hits the 10-foot floor. Zoning Ordinance Sec. 6-3G3

A bulkhead sits at the back of that small yard. That leaves little room for an excavator or a tieback trench, so raise it with the designer early. See tiebacks and anchors.

Why are canals not "direct frontage"?

The code defines Direct Frontage as lot lines along a Major Water Body, and a canal never counts. Frontage on a canal, bayou, slough, creek or similar side water does not qualify. Zoning Ordinance Art. 4

The city list has six waters: Oyster Bay, Bon Secour Bay, the Bon Secour River, Mobile Bay, the lagoon and the Gulf. Stanton Creek and the canals are not on it. Zoning Ordinance Art. 4

  • A canal lot cannot borrow lagoon rules. The lot-width and highway-frontage rule in Table 7-1B covers Gulf and lagoon lots only.
  • A lot on both the canal and the lagoon is a separate case. Ask Planning and Zoning at (251) 968-1164 how the city reads your lot lines. City Building Department FAQ

What is happening with the crushed canal culverts?

The city plans to replace damaged culverts in the southeast canal system with lagoon restoration grant money, and the grant has a deadline.

  • Scope: up to 900 feet of culverts at 4 to 6 locations, including removal of crushed pipe and road repair. The aim is better water circulation and oxygen. RESTORE project plan
  • Deadline: the RESTORE period of performance ends November 30, 2026. Gulf Frontal plan, RESTORE
  • Septic help: owners in city limits and the lagoon watershed may get up to $5,000 to connect a working septic system to a nearby sewer line. The city must approve the work first. City RFQ 2023-0307

Ask the city where the work falls before you dig. Road repair and culvert trenches can cross a lot corner.

Water quality drives the effort. Researchers call the lagoon a hot spot for toxic Pseudo-nitzschia blooms linked to groundwater. NSF project summary

What rules apply to a canal or creek bulkhead?

Canal lots follow the same four-agency path as other waterfront work. Four rules bite hardest on narrow water.

  • State Lands caps a structure at a quarter of the water body's width at that spot. On a narrow canal, that leaves little room. ADCNR rule 220-4-.09(4)(d)
  • A new wall goes at or landward of mean high tide. In tidal waters, a replacement may sit up to two feet seaward of the old line. ADCNR rule 220-4-.09(4)(e)
  • Before it issues a permit beside navigable water, the city requires Corps and State Lands approval. Some changes to an existing wall are handled case by case under nationwide permits. City FAQ, pier prerequisite City permit handbook
  • Starting early is costly. A first offense is $250 plus double the permit fee. City fee code Sec. 7-4(IX)

Flood rules matter as much as wall rules. FEMA's 2017 update lifted base flood elevations by about three feet in parts of town south of Fort Morgan Road, and higher still at some lagoon-front lots. City staff memo, Aug 2017

Runoff matters too. Abutting lots may drain into Little Lagoon or the Intracoastal Waterway at the post-development rate, if an engineer certifies no adverse effect. The rule names the lagoon and the waterway, not canals, so ask how it reads for yours. City code Sec. 7-108(b) See soil loss and drainage.

What might a canal wall cost?

Angi's 2026 national ranges per installed foot are $150 to $500 for wood and $200 to $600 for vinyl. On 50 feet of canal frontage, wood runs about $7,500 to $25,000 and vinyl about $10,000 to $30,000. [15]

These are national figures, not Gulf Shores quotes. See the cost guide and bulkhead materials before comparing bids.

Three questions settle most canal jobs: does the lot touch a canal or the lagoon, how deep is it, and does a culvert project cross it?

Neighbors: the lagoon's pass and bridge sit about three miles west, and East Beach and Gulf State Park are next door. For the Intracoastal side, see Waterway Village. The lagoon's other shore is in the north shore guide.

Canal neighbors often share wall ends. The neighbor project guide shows how two or three owners can plan one job.

What could the work cost?

National ranges from Angi put wood at $150 to $500 per foot and vinyl at $200 to $600. The city charges $75 all in for a bulkhead permit, and ADEM charges $800 to $1,665 for shoreline work. Narrow canals can rule out machines, so ask bidders how they will reach the wall.

These are published prices, not a quote. Local numbers come from Baldwin County public bids and Orange Beach permits. National guides fill the gaps and are labeled as national. Your wall depends on height, access, soil and permits.

How to learn what your canal lot is allowed to do

Start with the lot lines, then the water.

  1. Confirm which water touches the lot

Compare the deed, the survey and the city GIS map. Canal, creek and lagoon frontage are treated differently.

Zoning Ordinance for the City of Gulf Shores (September 14, 2026, as amended by Ordinance No. 2228)

  2. Measure the lot depth

Depth under 85 feet changes the allowed rear yard. A surveyor can give you the number to the foot.

Zoning Ordinance for the City of Gulf Shores, as amended by Ord. No. 2228 (dated Sept. 14, 2026)

  3. Ask where the culvert work falls

Ask the city whether your block is one of the 4 to 6 culvert sites, and when work is planned.

Request for Qualifications RFQ 2023-0307, Little Lagoon Restoration Project (Task 3) · Request for Qualifications RFQ 2023-0307, Little Lagoon Restoration Project

  4. Check septic reimbursement

If the lot is on septic and a sewer line is nearby, ask the city what reimbursement is left before the grant period closes.

Stanton Creek & the old-town canals project questions

Is a canal lot "waterfront" under Gulf Shores zoning?

It is waterfront in daily speech, but the code never counts canal frontage as Direct Frontage on a Major Water Body. That keeps lagoon and Gulf lot rules from applying to canal lots.

Zoning Ordinance for the City of Gulf Shores (September 14, 2026, as amended by Ordinance No. 2228)

How deep must the rear yard be on a shallow canal lot?

A canal lot under 85 feet deep can cut its rear yard by one foot for each foot under 85. The yard cannot go below 10 feet.

Zoning Ordinance for the City of Gulf Shores, as amended by Ord. No. 2228 (dated Sept. 14, 2026)

Which Stanton Creek lots need no rear yard?

Lots in Block G-2 of the Re-subdivision of Unit One, along the north side of the creek, need no rear yard. Structures may abut the unopened right-of-way of W 2nd Avenue North.

Zoning Ordinance for the City of Gulf Shores (September 14, 2026, as amended by Ordinance No. 2228)

Who is replacing the crushed canal culverts?

The city is doing it with RESTORE money. The plan calls for up to 900 feet of culverts at 4 to 6 locations, and the grant period ends November 30, 2026.
