Bulkhead cost per foot: Baldwin County public bids
The best local price evidence is a county bid sheet. At the county's Lillian boat launch on Perdido Bay, six contractors bid a 295-foot vinyl sheet pile wall in October 2022. Their prices ran from $256 to $611 per foot, and the middle bid was about $445. Lillian bid tabulation
- Taking out the old wall on that job was mostly $42 to $67 a foot, plus one bid near $163. Lillian demolition prices
- Soil brought in behind the wall ran about $20 to $79 per cubic yard from five bidders. Lillian demolition prices
- In 2018 the county's Seminole Landing timber bulkhead, 127 feet long, was bid at $419, $585 and $725 a foot. Seminole Landing bid tabulation
The high bidder was about double the low bidder. One quote is not a market price. Plan with the middle of three written bids, not the lowest.

What could your seawall cost?
These are published prices, not a quote. Local numbers come from Baldwin County public bids and Orange Beach permits. National guides fill the gaps and are labeled as national. Your wall depends on height, access, soil and permits.
Six bidders priced vinyl wall for a Baldwin County boat launch between about $256 and $611 a foot, and the middle bid was near $445. Orange Beach permits from 2026 show about $375 to $420 a foot. One quote is one data point, not a market price.

What to include in your price
A price per foot only means something when you know what it covers. Ask each bidder to list these items.
- The wall material, sheet length, gauge or thickness, and the height above the water.
- Removal and disposal of the old wall, or a written plan to drive the new wall in front of it.
- Tiebacks or deadmen, the cap, and the backfill, priced per foot or per cubic yard.
- Engineering, survey and drawings, plus who pays the permit fees and who files the paperwork.
- Mobilization, barge or access work, site restoration, and what happens if the soil surprises the crew.
National price guides by material
Where no local bid exists, national guides give a range per foot of installed wall. They average the country and are not Alabama prices. The table gives Angi's 2026 range and HomeGuide's 2023 range for each material. [15]
| Material | Angi (Oct 2026) | HomeGuide (2023) |
|---|---|---|
Vinyl | $200 to $600 | $200 to $550 |
Steel | $250 to $700 | $200 to $600 |
Concrete | $200 to $800 | $200 to $600 |
Wood | $150 to $500 | $150 to $500 |
Riprap rock | $70 to $400 | $50 to $200 |
Living shoreline | not listed | $50 to $350 |
- HomeGuide prices a hybrid system (concrete cast inside vinyl sheet piling) at $500 to $1,200 per foot. [1]
- One Houston contractor lists composite walls at $250 to $400 per foot. That is a single Texas source, shown for scale only. [9]
For how materials hold up in salt water, read the bulkhead materials guide.
Repair prices per foot
Repairs are priced on the feet that need work, not the whole wall. HomeGuide puts non-structural repairs such as caps, tiebacks, grout and soil work at $100 to $250 per foot, and replacing badly damaged sections at $150 to $600. [1]
| Repair | Price per foot |
|---|---|
Restoring cracked panels | $450-$600 |
Toe or berm failure | $300-$600 |
Joint separation | $250-$500 |
Leaning wall | $200-$600 |
Secondary anchors | $225-$300 |
Soil stabilization | $120-$270 |
New concrete caps and tiebacks | $125-$230 |
Small cracks | $100-$180 |
Joint grouting | $100-$125 |

What a whole wall adds up to
HomeGuide's national table shows how total cost grows with length. A 100-foot wall runs $15,000 to $60,000, and the national average is $35,000. [1]
| Wall length | HomeGuide total |
|---|---|
25 feet | $3,800 to $15,000 |
50 feet | $7,500 to $30,000 |
100 feet | $15,000 to $60,000 |
150 feet | $22,500 to $90,000 |
200 feet | $30,000 to $120,000 |
Sources: [1]
Angi's table for longer runs shows 300 feet of concrete at $60,000 to $240,000 and 700 feet at $140,000 to $560,000. [15]
Those totals leave out engineering, permits and extras. Use the 50-, 75- and 100-foot examples in the calculator above for a quick check.
Why two walls of the same length cost different amounts
Height, access, saltwater and site conditions move the price more than the material name does. HomeAdvisor says a five-foot vinyl wall costs $200 to $600 per foot, and eight- to ten-foot walls nearly double it. [2]
- Access. When heavy machines cannot reach the shore, crews must build access first, and that raises the price. [2]
- Salt water. Angi says saltwater walls generally cost twice as much as freshwater ones. [15]
- Job difficulty. HomeGuide tiers walls as standard ($150 to $400), medium ($400 to $600, including barge work) and complex ($600 to $1,000, with hard access or large backfill). [1]
Permit and paperwork fees
Government fees are usually small next to the wall. Engineering and survey are the bigger paperwork costs. Marine engineering plans for a permit run $2,000 to $3,000 in HomeGuide's guide, and Angi lists a site survey at $800 to $5,500. [1] [15]

Docks, piers and boat lifts
Saltwater piling work costs more than the lake prices in national guides. Angi's 2026 national average for a dock is $15,048, with floating docks at $15 to $40 per square foot. [16]
- Orange Beach 2026 boat lift permits show job values from $11,805 to $24,258, with a $28,000 four-piling lift in 2025. Orange Beach lift permits
- Whole pier-and-boathouse jobs there ran $48,000 to $180,000 in 2026. Orange Beach pier permits
- Baldwin County bid public timber piers and boardwalks at $110 to $351 per square foot. Public work adds engineering, rails and wage rules. Baldwin County pier bids
- Angi puts boat lifts at $2,000 to $20,000 nationally, about $8,000 on average. [16]
More in docks and boat lifts. Plash Island owners should read the Plash Island dock guide.
Riprap and living shoreline prices
Riprap (loose rock along the shore) is priced by the ton or the square yard on public bids. Baldwin County's 2023 Live Oak Landing bid listed $100 per ton for smaller stone and $150 per ton for the 24- to 30-inch class. Live Oak Landing bid
- The 2021 ICW boat launch bid priced Class 2 riprap at $74 per ton. ICW boat launch bid
- The 2024 county launch at CR 6 priced installed riprap at about $71 to $175 per square yard by thickness. CR 6 launch bid
- Living shoreline projects in Baldwin County are public reef and breakwater jobs. The 2012 Swift Tract reefs came to roughly $260 per foot of shoreline protected. Nature Conservancy fact sheet
- Clemson Extension, citing NOAA, says living shorelines may need up to $100 per foot per year in upkeep against up to $500 for bulkheads. Clemson Extension
See the living shoreline guide and riprap service guide.
Public waterfront jobs run to seven figures
Public owners treat Gulf and bay bulkhead work as big jobs, and the permit is often the long wait. ADCNR called Corps permitting the hardest challenge for new boat ramps. ADCNR boating access bulletin
- Weeks Bay Reserve's East Gateway bulkhead removal and marsh restoration has a recommended $3.5 million. NOAA Office for Coastal Management
- The Pelican Point park at Weeks Bay, with ramps and bulkheads, is estimated at nearly $1.7 million. Fox10 report
- Baldwin County set aside $500,000 for Mullet Point Park on County Road 1, and that money is not expected to cover its aging seawall, boat ramp and pier. Fox10 report
None of these can be turned into a price per foot. They show scale, not a home budget. The Weeks Bay jobs are covered in the Weeks Bay and Fish River guide.
Reading a quote next to these prices
Ask every bidder to split the price into lines so you can compare them. A single lump sum hides the differences. The checklist in the calculator lists what to ask for. Check the contractor with the contractor verification guide.
- Wall price per foot, naming the material, the sheet length and the thickness.
- Removal of the old wall, or the plan to drive the new one in front of it.
- Tiebacks, cap and backfill.
- Engineering, survey and permit fees, and who files them.
Words on a bid that look unfamiliar, such as tieback, deadman or toe, are defined in the seawall glossary. To match a price to the problem, start from the services page.

How to use these prices
Local evidence comes first: Baldwin County public bid tabulations (2022 and 2018) and 2026 Orange Beach permits, where the declared job value is divided by the wall length printed on the permit. Orange Beach is a neighbor city, so those rows are labeled with their own geography. National guides from Angi, HomeAdvisor and HomeGuide fill the gaps for steel, concrete, hybrid and riprap. No range was widened beyond its source, and every row shows its publisher and the date it was checked.
