Bulkhead replacement in Gulf Shores:
permits, clean-sand backfill and what it costs

By Gulf Shores SeawallUpdated

Bulkhead replacement in Gulf Shores makes sense when repairs near half the cost of a new wall. Corps, State Lands and ADEM approvals come before the city permit.

When should you replace a bulkhead instead of repairing it?

Replace the wall when repairs would cost about half of a new wall or more, or when the wall itself has failed. Patching a worn-out wall repeats the cost without ending the risk.

  • A repair estimate near 50 percent of new-wall cost is the usual tipping point. National guides say the same.
  • Rotten, bowed or missing panels across most of the run call for a new face.
  • Anchors that have failed along the wall mean the system, not one spot, has lost support.
  • Repeat repairs within a few years mean the cause is still active.

Note one permit trap. State Lands treats a wall as a new structure once you rebuild more than 50 percent of it or alter its pilings. State Lands rule 220-4-.09 Read repair or replace for the full decision.

What are the signs a bulkhead has reached the end?

  • Wood boards soft, split or crumbling when you press a screwdriver in.
  • Steel or aluminum with holes or heavy flaking rust.
  • Concrete with spalling, exposed rebar and rust staining along the cap.
  • Vinyl that is cracked, bowed or has lost its cap.
  • A lean, a bulge or a gap between panels you can see through.

Check each sign against cap and panel repair and tiebacks and anchors before you replace.

Which bulkhead material lasts longest?

Alabama owners usually say bulkhead for a wood, vinyl, steel or concrete wall. Life spans below are national figures, not a promise for your lot.

National cost and life by wall material
MaterialCost per linear footTypical life
Vinyl with concrete cap
$200 to $600
50 to 70 years
Poured concrete
$200 to $800
50 to 60 years
Steel or aluminum
$250 to $700
30 to 40 years
Treated wood
$150 to $500
10 to 25 years
Riprap rock
$70 to $400
Varies by rock and wave

Salt water roughly doubles the cost, and taller walls cost more. See the bulkhead materials guide.

What permits does a new bulkhead need?

A new bulkhead needs four layers: the Corps, State Lands, ADEM and the local permit. Start with federal and state approvals, because the city will not issue its permit until they are in hand. Gulf Shores building handbook

Where may a replacement bulkhead sit?

A new wall must stand at or landward of mean high tide (the average high-tide line). State Lands allows a replacement within two feet waterward of that line. State Lands rule 220-4-.09

  • ADEM only permits armoring if no fill goes into wetlands or grassbeds and no feasible non-structural option exists. ADEM rule 335-8-2-.06
  • Nationwide Permit 13 caps a project at 500 feet and an average of one cubic yard of fill for every running foot below the high-tide line, unless waived. Nationwide Permit 13 notice rules

If a living shoreline could work instead, see the living shoreline guide.

What backfill can a Gulf Shores bulkhead use?

Gulf Shores bans red, pink, yellow and brown clay and sand-clay fill. Since September 1, 2021 the ban covers the whole city, unless the clay sits inside an enclosed foundation. Gulf Shores Code Sec. 7-21

  • Write the fill type into the contract.
  • Ask for a clean sand source and proof of delivery.
  • Never accept clay behind a new wall to save money.
  • Get city approval before changing drainage or grading on your lot. Gulf Shores Code Sec. 7-33

Baldwin County priced backfill at $20 to about $79 per cubic yard in a 2022 bid. That is a public-project number, not a quote. Baldwin County bid tabulation

Do Gulf-front lots follow different rules?

On the Gulf beach, a new seawall is the exception. Gulf Shores allows a wall only landward of the control line, only to protect an existing structure, and only when no non-structural option such as retreat will work. Gulf Shores Code Sec. 7-122

How long does a bulkhead replacement take?

Permits take longer than construction. Plan months for approvals and one to three weeks on site for most homes. [2]

Questions to ask a replacement contractor

  • Which permits do you need, and who files each one?
  • What is the design depth, and who stamped it?
  • What backfill will you use, and where does it come from?
  • How will you handle drainage behind the wall?
  • What is the removal and disposal cost of the old wall?
  • Who pays if a permit changes the design?
  • What is the payment schedule, and what lien protection do I get?

Alabama lets unpaid suppliers file a lien on the lot, so get lien waivers. Code of Alabama Sec. 35-11-210

Where do owners ask about bulkhead replacement?

Replacement questions answered

Can I replace a wall in the same place?

Often yes, but State Lands allows the new wall on the old line, or at most two feet seaward of mean high tide. The Corps and ADEM still review it.

Do I need an engineer?

For work above $50,000 the city requires a sealed plan. For smaller jobs a contractor may design, but an engineer helps with permits and disputes.

Is vinyl or concrete better here?

Neither wins on every lot. Compare life span, wall height, exposure and cap detail. See bulkhead materials.

What if my neighbor is also replacing?

Ask about a joint project. See neighbor group build. Each property still needs its own approvals.
