What does riprap do, and why does Alabama prefer it?
Riprap is a pile of large rock along the shore. Alabama State Lands says protection should use native plants first, then rock or similar methods instead of vertical seawalls wherever feasible. State Lands rule 220-4-.09
- Rock suits exposed edges with strong waves.
- It can be added in front of an old bulkhead as a toe.
- A landowner has a general right to protect property from erosion, and hard stabilization may be needed where forces are strong. Nationwide Permit 13 note
Riprap or bulkhead: which fits the shore?
| Option | Best where | Watch for |
|---|---|---|
Vertical bulkhead | Deep water at the edge | Reflects waves, costs most |
Riprap or revetment | Moderate to strong waves | Needs filter cloth and size |
Living shoreline | Low to mid wave energy | Needs plants and upkeep |
Hybrid rock plus plants | Mixed energy | More design work |

Where does rock fit in Gulf Shores waters?
Rock suits open water with wake or waves. It fits poorly in tight canals, where it eats the water width.
- More than half of Little Lagoon is hardened. Fish and Wildlife Service notice
- The city is building a living shoreline demonstration at Mo's Landing, where an old wooden bulkhead is failing. City RFQ for Mo's Landing
- A planned living shoreline of at least 2,200 feet on the southwest lagoon shore would protect the Pine Beach road. Fish and Wildlife Service notice

What do State Lands and ADEM require for rock?
State Lands can use the simpler Consent of Use for rock placed on the high-tide line or up to 10 feet seaward of it. State Lands rule 220-4-.09
- Fill below mean high tide is judged under ADEM dredge and fill rules. ADEM rule 335-8-2-.02
- ADEM bars armoring unless no fill goes into wetlands or grassbeds. ADEM rule 335-8-2-.06
- Gulf-front rock needs ADEM approval before the city issues anything. Gulf Shores Code Sec. 7-123
Which permits cover riprap and living shorelines?
Corps Nationwide Permit 13 covers bank stabilization, including riprap, and Nationwide Permit 54 covers living shorelines. The old Alabama shoreline permit was retired in favor of both. 2026 Alabama general permits
| Permit | Limits | Notice needed |
|---|---|---|
Nationwide Permit 13 | 500 ft; 1 cu yd per foot | Above limits or in aquatic sites |
Nationwide Permit 54 | 30 ft out; 500 ft long | Always for new work |

The bulkhead permit guide covers the local steps. ADEM bills $1,000 for shoreline work of 50 feet or less and $1,665 above that. ADEM fee schedule Call State Lands at (251) 621-1216 and the Corps at (251) 690-2658. State Lands Coastal Section Corps Mobile District
What is a living shoreline under Alabama law?
A living shoreline uses plants, oyster shell or rock sills to slow waves while keeping marsh. Alabama passed the Joe Faust Living Shoreline Act in 2024. Under it, State Lands may allow a residential owner to dredge sand from the riparian area for the project at half the normal dredge fee. Code of Alabama Sec. 9-7-13.1
- The 2026 version of Nationwide Permit 13 adds habitat features to new or existing walls. Nationwide Permit 13
- The Corps requires a notice for every new living shoreline.
The living shoreline guide has design and cost detail.
What makes riprap fail, and what should the plan show?
Rock fails when it is too small, too steep or has no filter cloth under it. Waves pull sand through the stones and the slope slumps.
- Ask for stone size and thickness on the drawings.
- Ask for geotextile filter fabric under the stone.
- Ask how the toe is keyed in so the rock does not slide.
- Ask how the ends tie into neighboring walls.
- Check that fill stays out of wetlands and grassbeds. Alabama seagrass protections
Public bids show how rock is priced: by the ton or the square yard, with fabric as a separate line. Baldwin County CR 6 bid tabulation
What does riprap cost per foot?
| Evidence | Range |
|---|---|
Riprap, national guides | $50 to $400 per foot |
Living shoreline, national guide | $50 to $350 per foot |
Rock, Baldwin County bid (2023) | $100 to $150 per ton |
Placed rock, Baldwin County bid (2024) | $71 to $175 per sq yd |
Filter fabric, Baldwin County bid | $3 to about $9 per sq yd |

Public bids are for county boat launches, and one 2023 bid had a single bidder. Treat all of these as checks, not quotes. See the bulkhead cost guide.
What are the signs riprap is failing?
- Stones that have slid down the slope.
- Bare patches where fabric shows through.
- A gap at the end where the rock meets the wall.
- Sand fans on the water side.
- Marsh plants dying or washing out.
Check after every named storm and replace stone before the slope fails.
Questions to ask a contractor
- Is rock or a living shoreline right for my wave energy?
- What stone size and fabric will you use?
- Which Corps permit covers it, and who files?
- How far does the toe reach, and what does State Lands think?
- Can I add native plants or a sill?
- What upkeep do I owe after the first year?
Where do rock and soft-edge questions come up?
- Little Lagoon north shore and south shore.
- Fort Morgan bay side, which has open-bay waves.
- Bon Secour and Weeks Bay, where more of the shore is natural.
- Little Lagoon Pass.
- West Beach, where Gulf-front rock needs ADEM approval first.
Riprap and shoreline questions answered
Is riprap cheaper than a bulkhead?
Often, but not always. National guides put riprap lower per foot, yet design, fabric and permits add cost. Compare written bids for the same length.
Is rock allowed on the Gulf beach?
Only with ADEM approval before the city acts, and only if the Gulf-front rules allow it. See Gulf-front armoring.
What is a living shoreline?
A shore edge that uses plants, oyster shell or rock sills to slow waves. It works best in low to mid wave energy.
Do I need a permit for riprap?
Yes. The Corps, State Lands and ADEM review it, and the city or county issues its own permit.
