Tiebacks and anchors for Gulf Shores bulkheads:
a leaning wall usually lost its pull-back

By Gulf Shores SeawallUpdated

A leaning seawall in Gulf Shores has usually lost its tiebacks or anchors. Measure the lean, find why the anchors failed, and have an engineer design the repair.

How do tiebacks and anchors hold a bulkhead?

Soil pushes a bulkhead toward the water. Tiebacks are steel rods that run from the wall into the yard to a buried anchor, which pulls back.

  • Tie rods run from the wall to the anchor.
  • Whalers are horizontal beams that spread the pull across panels.
  • Anchors or deadmen are buried plates, blocks or piles.
  • Piles driven in front help hold the base.

When rods corrode or anchors move, the wall leans. Cap work alone will not fix that. See anchors first.

How to measure a lean

Take the same measurement every few weeks and after each storm.

  1. Pick a spot. Choose a clear section of wall face. Mark it with paint.
  2. Hang a plumb line from the top of the cap to the water. A level held against the face also works.
  3. Measure the gap between the line and the wall at the bottom. Write down the number.
  4. Note the tide. Water level changes the reading. The Gulf at Gulf Shores swings about 1.4 feet. Gulf State Park Pier gauge
  5. Repeat. A gap that grows means the wall is still moving.
Short answer. A wall that lean-tests worse over time is failing. Call a marine contractor and an engineer, and keep people off the edge.

Why does a seawall lean in this water?

  • Rusted tie rods. Salt and brackish water attack steel, and rods fail at the wall or at the anchor.
  • Soil pressure. Saturated ground behind the wall pushes harder.
  • Water pulled out fast. The back side of Sally drained Mobile Bay, and one gauge fell about 10.6 feet over roughly 20 hours, which can load a wall from behind. National Hurricane Center Sally report
  • Toe scour. Waves cut the bottom of the wall so it rotates outward.
  • Boat wake and barge wash on the Intracoastal Waterway shake walls daily.

Hard walls also reflect wave energy onto nearby shorelines. Sea Grant living shorelines manual Read the storm guide for what Sally did to walls.

Other signs the anchors are failing

  • Gaps opening between panels at the top.
  • A bowed face, wavy along the run.
  • A cap that has separated from the wall.
  • Cracks in a patio or walkway that run parallel to the wall.
  • Rod ends that are rusted through or missing nuts and plates.

If you see two or more, treat it as a structural problem. Read the assessment guide on movement.

Repair options and when each fits

Anchor repair choices
OptionWhen it fitsLimit
Replace tie rods
Rods rusted, anchors sound
Needs yard access
Add a second row of anchors
Wall leaning, face sound
Engineering needed
Add new whalers or cap
Load spread poor
Does not fix lean alone
Drive front piles
Toe scour or low support
Needs water access
Replace the wall
Face and anchors both worn
Highest cost and permits

National guides price secondary anchors at $225 to $300 per linear foot and leaning-wall repair at $200 to $600. On a worn wall, bulkhead replacement may cost less than repeated anchor work.

Does a leaning bulkhead need an engineer?

Usually yes. Anchor length, spacing and depth depend on soil, wall height and loads, so an engineer should check any lean or bow.

  • Gulf Shores requires an engineer or architect seal on plans for work above $50,000. Gulf Shores Code Sec. 7-6
  • The city also wants continuing inspection by that engineer. Gulf Shores Code Sec. 7-6
  • A marine engineer design for a permit runs about $2,000 to $3,000 nationally.

Ask for drawings that show anchor spacing and depth. Do not accept a bid that says only "install tiebacks."

What does new anchor work disturb in my yard?

New anchors usually mean digging a trench in your yard. Plan for it.

  • Trees, patios, pools and irrigation near the wall may need to move.
  • Heavy equipment may need a path. Limited access raises cost. [2]
  • Backfill must be clean sand in Gulf Shores. Gulf Shores Code Sec. 7-21

Ask the contractor to mark the trench line and list what gets removed and restored.

Do tieback repairs need a permit?

Usually yes. Replacing rods on a serviceable wall can be a repair under Corps Nationwide Permit 3. Nationwide Permit 3

  • State Lands treats rebuilds over 50 percent or piling changes as new structures. State Lands rule 220-4-.09
  • The city or county still issues its own permit.

Questions to ask an anchor contractor

  • Who designed the anchor layout, and is it sealed?
  • How long and how deep are the rods and anchors?
  • What coating or material resists salt water?
  • How much of my yard will you dig up, and who restores it?
  • How will you check the wall afterward for movement?
  • What happens if the wall keeps leaning?

Where do owners ask about leaning walls?

Tieback and anchor questions answered

Can a leaning bulkhead be saved?

Sometimes. If the face is sound, new anchors may restore support. If the face and anchors are both worn, replacement is usually the better value.

Is a lean an emergency?

If it is growing, treat it as one. Keep people and boats away and call a contractor and an engineer.

Do I need a permit to replace tie rods?

Usually yes. A repair of a serviceable wall may fit a Corps nationwide permit, and the city or county issues its own permit.

Will my homeowner policy cover it?

The federal flood policy does not insure seawalls or bulkheads. NFIP policy form Check your homeowner policy and read the insurance guide.
