What is in a bulkhead wall besides the face?

A bulkhead holds soil back from the water. Most have a face of sheet piling, a cap on top and tiebacks that keep the face upright. The material you pick mostly changes the face and the hardware.

  • Face. The vertical skin that meets the water, made of vinyl, composite, concrete, steel, aluminum or timber.
  • Cap. A concrete or timber beam on top that ties the face together.
  • Tiebacks and deadmen. Rods run from the wall back to buried anchors. If they rust through, the wall leans.
  • Filter fabric and backfill. Cloth behind the face holds the soil in, and clean fill replaces what washed out.

Alabama also asks whether you need a wall at all. ADEM will not permit bulkheads or riprap unless the applicant shows there is no workable non-structural option. The wall must also sit at or above mean high tide (the average high-tide line). ADEM rule 335-8-2-.06

Which material fits which water near Gulf Shores?

No single material wins everywhere. Start with how the shore is exposed to waves, boats and storm surge. The Corps notes that hard walls suit strong erosive forces, and softer methods suit moderate to low energy. NWP 13 note on stabilization

More than half the shore is hardened; old timber walls are failing in places
Replace like for like or test a living shoreline
Intracoastal canals
About 51 percent of the Intracoastal shore is hard armoring
Size the wall for boat wakes and barge traffic
Bon Secour River
Most armor is wood or steel bulkhead, roughly 5 miles of it
Match what the river already holds
Weeks Bay, Fish and Magnolia rivers
Lighter armoring: about 24 percent on the Fish, 17 percent on the Magnolia

Why does the Gulf front get its own rules?

On the Gulf, a wall must sit landward of the Coastal Construction Line. It must protect an existing or permitted structure. No non-structural option, such as retreat, may work. ADEM rule 335-8-2-.08(4)

Start with the Gulf-front armoring guide, then come back to materials.

What changes on the Weeks Bay and Magnolia River side?

State Lands says shoreline protection on state water bottoms should use native plants, riprap, pervious brick or filter mats instead of vertical seawalls where feasible. ADCNR rule 220-4-.09(4)(b)6 ADEM also holds Weeks Bay and its tributaries to its strictest discharge rule, which shows up as runoff and dewatering controls during construction. ADEM rule 335-6-10-.10

See Weeks Bay and Fish River, Magnolia Springs and Bon Secour for those waters.

For the lagoon and the canals, see Little Lagoon north shore, Old Town canals and Waterway Village.

What are the strengths and limits of each material?

These are published ranges and public bids. Most come from outside Gulf Shores, so treat them as a starting point. See the cost guide for the full picture.

  • Vinyl sheet pile. It appears often in recent permits and public bids. Baldwin County's October 2022 bid for 295 feet at Lillian drew six bids between about $256 and $611 per foot. Lillian bid tabulation Neighboring Orange Beach permits in 2026 imply roughly $375 to $420 per foot for vinyl replacement walls. Orange Beach permit ST26-000145 Orange Beach permit ST26-000035
  • Composite (fiberglass and resin). One Texas Gulf Coast contractor lists composite walls at $250 to $400 per foot. [9] The research found no Baldwin County bid for composite, so local pricing needs a quote.
  • Concrete. Panels or poured walls, listed at $200 to $800 per foot. [2] The state's 2023 contract to repair Hurricane Sally damage at the Gulf State Park Pier uses concrete pilings. ADCNR pier article
  • Steel. Listed at $250 to $700 per foot. [2] Salt water attacks steel, so coating and wall thickness matter. Ask how the bid handles both.
  • Timber. Cheapest to start, shortest life. A Texas contractor lists timber at $150 to $350 per foot. [8] Baldwin County's 2018 bids for a timber bulkhead at Seminole Landing were $419 to $725 per foot. Seminole Landing bid tabulation
  • Aluminum. One marine contractor publishes $400 to $650 per foot installed, with the cap and tiebacks included. [10]
  • Riprap and revetment. Loose rock on a slope, listed at $70 to $400 per foot. [2] Baldwin County's April 2024 bid at the County Road 6 launch priced installed riprap between $71 and $175 per square yard, by stone class and thickness. County Road 6 bid tabulation
  • Hybrid walls. Examples are concrete poured inside vinyl sheeting, or a wall with a rock toe. HomeGuide prices the concrete-in-vinyl system at $500 to $1,200 per foot. [1]

Height drives price more than material. HomeAdvisor says an eight- to ten-foot vinyl wall costs nearly double a five-foot wall. [2]

How do the materials compare side by side?

The table puts the published figures in one place. Lifespans are one consumer site's estimates, not local test data.

Takeaway. A cheap wall that fails in 15 years can cost more than a dearer one that lasts 50. Ask each bidder for the cost per foot and the expected life, in writing.

What backfill does Gulf Shores allow behind a wall?

Clean sand. Gulf Shores Code Sec. 7-21 makes clay or sand-clay fill unlawful. That means red, pink, yellow or brown soils. Since September 1, 2021 the ban covers the whole city, unless the clay sits inside an enclosed foundation. Gulf Shores Sec. 7-21 The stated purpose is to protect the natural white sand and the waters.

In parts of the city and its police jurisdiction that Sec. 7-21 does not cover, Sec. 7-22 requires a Building Department permit and a $25 fee. The building official may ask for plans and a signed statement accepting cleanup of any discoloration. Gulf Shores Sec. 7-22

How do you stay on the right side of the rule?

  • Name the fill source and soil type in the contract.
  • Keep delivery tickets until the wall passes final inspection.
  • Ask the Building Department how Sec. 7-21 treats wall backfill before you order material. No bulkhead exception was found.
  • Outside the city, ask the county. No matching clay ban was found for unincorporated Baldwin County. See the Baldwin County permit guide.

Fill also has a Corps limit. Nationwide Permit 13 caps a wall at 500 feet. It also caps fill at roughly a cubic yard for each running foot below the high tide line. The Corps can waive both in writing. 2026 NWP 13

Where does filter fabric fit in?

Filter fabric, also called geotextile, sits behind the face or under rock so soil cannot wash through gaps. Foley's code asks builders to put filter cloth under riprap and bulkhead materials. Foley Code Sec. 4-229 Baldwin County's 2024 bid priced a geotextile blanket at $3 to $9 per square yard. County Road 6 bid tabulation

Does the material change the permit path?

Usually not. The permits turn on where the wall sits, how much fill goes in and what water it faces. Most walls go through Nationwide Permit 13, which authorizes bulkheads, riprap, revetments, sills and plant-based stabilization. 2026 NWP 13

  • The Corps retired its old shoreline general permit, so that work now falls under NWP 13 and NWP 54. Alabama General Permits
  • State Lands requires new walls at or landward of mean high tide. A replacement may sit up to two feet waterward of that line under a Consent of Use. ADCNR rule 220-4-.09(4)(e)2(iv)
  • NWP 13 allows nature-based add-ons, such as wall materials with textured surfaces or shelves for marine growth. 2026 NWP 13

Read the permits guide for the full path, and the living shorelines guide if a softer edge fits your lot. Rock work has its own page: riprap and shoreline stabilization.

What should you ask before you pick a material?

Ask the engineer or contractor to explain the choice in writing. A good answer names your water, your wave exposure and your access, not just a price.

  1. What wall height and embedment depth does the design assume?
  2. Which material and thickness are you proposing, and what is its expected life here?
  3. What are the tiebacks, rods and fasteners made of, and how are they protected from rust?
  4. What backfill will go behind the wall, and where does it come from?
  5. Is filter fabric included, and where does it run?
  6. Which permits does the job need, and who files them?

Then check the bidder. The contractor check guide shows how to confirm a license. If the wall is failing, see repair or replace and seawall replacement.
