Does flood insurance cover a seawall?
No. The standard National Flood Insurance Program policy for a house does not insure fences, retaining walls, seawalls, bulkheads, wharves, piers, bridges or docks. NFIP Standard Flood Insurance Policy
It also excludes boathouses, structures built to float boats into, and personal property in, on or over water. A building that stands wholly over water, or waterward of mean high tide, is out as well when it was built or substantially improved after September 30, 1982. NFIP Standard Flood Insurance Policy
For how storms damage walls, see the storm guide. To judge a repair bill, see bulkhead costs.
Wind pool and homeowners policies
The Alabama Insurance Underwriting Association (AIUA) is the coastal wind pool. It writes wind, hail and hurricane cover for southern Mobile and Baldwin counties, below the 31st parallel. Its customers could not get cover in the regular market. AIUA rules
- In flood zone A or V, AIUA writes a policy only if flood insurance is in place. That flood policy must equal at least the AIUA limit or the NFIP maximum. AIUA rules
- AIUA stops writing new policies when the Hurricane Center places a named storm inside a set zone. It also stops when a tropical storm watch or warning covers either county. It reopens 24 hours after the storm fades and the watches end. AIUA binding rules
- The AIUA rules read for this guide do not say whether a seawall, dock or pier is insurable property. Ask AIUA at cs@aiua.org or (251) 943-4029. AIUA contact
Read your own homeowners policy for the words "other structures," "seawall," "dock" and "bulkhead." If a word is missing, ask your agent in writing.
Named-storm deductibles
This deductible kicks in only when a named storm did the damage, and it sits apart from your everyday deductible. Alabama Department of Insurance
- It is usually a percentage of the home's insured value, from 1 to 10 percent nationally. Alabama Department of Insurance
- It may apply per event, per season or per year, depending on the policy.
- Before renewal, a company must give 120 days of notice to each insured if it drops wind coverage or raises hurricane deductibles for a group. Alabama insurance rule 482-1-136-.05

- The Town of Magnolia Springs is not on the CRS list, so its policies get no CRS discount. FEMA CRS list

Flood zone rules that affect repair money
The 50 percent rule decides how much you can spend on a flooded house before it must meet today's flood rules. Gulf Shores calls work a substantial improvement once its cost reaches half of the building's market value. Gulf Shores Code Sec. 7-99.1
- A floodplain development permit is required before any development in a mapped flood hazard area, which includes dredging and filling. Gulf Shores flood code
- In V zones and coastal A zones, new buildings and substantial improvements must be landward of the reach of mean high tide and on piles or columns. Gulf Shores Code Sec. 7-92
- The city keeps elevation certificates for buildings built from 1998 on. Gulf Shores elevation certificates

Federal aid after a disaster
Federal help for a seawall is narrow. FEMA home repair money may cover retaining walls only if the damage is a serious threat to the home. It can also help with safe access, such as a privately owned dock that serves the home. Second homes and decorative walls are left out. FEMA home repair guidance
- An SBA disaster loan covers up to $500,000 for a home. Up to 20 percent of the verified damage can be added on top for protective work such as a seawall. SBA disaster loan fact sheet
- Aid depends on a declaration. Isaias in October 2026 got a public-assistance-only emergency declaration for Baldwin County, with no major disaster as of October 31. OpenFEMA Isaias
- Strengthen Alabama Homes pays up to $10,000 for roofs, and is not for seawalls. Alabama Department of Insurance
Condos and HOAs: who pays for a shared wall
Who pays for a shared seawall depends on your declaration. Under the Alabama condominium act, the association looks after the common elements, unless the declaration assigns that job elsewhere. Code of Alabama 35-8A-307
- The cost of a limited common element, such as a wall assigned to certain units, may be charged only to those units if the declaration says so. Code of Alabama 35-8A-315
- A condo buyer can request a resale certificate with budgets, assessments and pending suits. Code of Alabama 35-8A-409
- The HOA Act covers associations whose declaration was recorded in 2016 or later, or older ones that vote in. It does not cover condos. Code of Alabama 35-20-3
- Under that Act, an HOA must give buyers its budget, reserves and insurance details within 30 days of a written request. Code of Alabama 35-20-13
See the HOA guide and condo guide. East Beach condo owners can read the East Beach guide.
Build a file before you need one
A good file helps with an insurer, a permit or a loan. The federal permit for repairing a damaged wall only covers walls that were authorized in the first place. 2026 Nationwide Permit 3
- Dated photos of the wall, cap and yard, taken each year.
- Old permit numbers and surveys.
- Written inspection reports and repair invoices.
- Your homeowners and flood policies, with their deductible pages.
To find old records, use the county permit portal. Permits since November 1, 2020 are searchable online. Baldwin County permit search
Next, read who permits repairs and whether to repair or replace.
If you are buying a waterfront home
Ask the seller in writing whether the wall has been repaired, and have a marine contractor inspect it. Alabama is a caveat emptor state for used homes. Alabama Real Estate Commission
A Baldwin County bulkhead case ended with buyers losing because they signed as-is and skipped an inspection. Kidd v. Benson Insurance will not make up for a missed inspection. Read the waterfront buyer guide.
Questions to ask your agent
Put these questions to your insurance agent and keep the answers in writing.
- Does my homeowners policy list a seawall, bulkhead or dock under other structures, and with what limit?
- What is my named-storm deductible in dollars, and does it apply per storm or per year?
- Is my house in a flood zone, and does my flood policy cover the building only, or contents too?
- If a lender requires flood cover, what does the lender require for the wall, if anything?
- What proof of the wall's condition would help me after a loss?
